Law school students develop app to automate police complaint process

“They recently won an international legal tech competition and... their technology has the scalability to be implemented in jurisdictions across Canada...
The app interviews users with plain language questions and determines whether there are legal grounds for an official complaint. It then generates a formal, statute-cited letter and submits it to the chief of police, police commission, the department of professional standards and the province’s minister of justice...
The app’s genesis was a public hearing on anti-racism, hosted by the City of Calgary, and convened in response to the murder of George Floyd...
"Throughout those three days, we just heard, time after time, citizens coming with unreported police complaint after unreported police complaint,” [Denis Ram] says. “We noticed that there was a gap in accessing justice… We really knew that there needed to be something done with regard to the police complaint process.'"

“L’idée a vu le jour lors des audiences publiques sur le racisme systémique organisées l’an dernier par la Ville de Calgary...
«Cela a duré trois jours, et tout ce que nous avons entendu, ce sont des tas d’histoires, les unes après les autres, de plaintes qui n'ont pas été déposées» , raconte-t-il.
En cherchant à savoir pourquoi, ses camarades de cours et lui se sont penchés sur le portail actuel pour déposer une plainte auprès du Service de police de Calgary.
«Ce n'est rien de plus qu’un long formulaire» , déplore Denis Ram.
L'ancien étudiant affirme qu’il est parfois difficile pour le plaignant de savoir ce qu'il faut répondre. Certains utilisateurs trouvent le formulaire intimidant et pas adapté aux personnes dont l’anglais n’est pas la langue maternelle...
À partir de toutes les informations recueillies, le portail, qui est encore en développement, génère une lettre, qui ressemble à celle qu’aurait rédigée un avocat. Il y est même précisé en quoi la Loi sur la police de l’Alberta a pu ne pas être respectée...
«Nous avons conscience qu'un portail ne va pas régler tous les problèmes systémiques en lien avec la police ou le dépôt de plainte, mais c’est un des changements qui sont nécessaires.»"
